Federal Programs

Sevenson’s oldest and largest federal client is the USACE. Our relationship began in 1985 when the Kansas City District (KCD) awarded Sevenson a fixed-price contract to remediate the Krysowaty Farm Superfund Site in Hillsborough Township, New Jersey. Krysowaty Farm was one of the first sites in the United States remediated under the newly established Superfund program. The KCD, in conjunction with the Omaha District, were tasked to manage the Superfund Program on behalf of the U.S. Environmental Protection Agency (USEPA). Both districts continue to do so today. Since the Krysowaty Farm project, Sevenson and USACE have worked collaboratively to implement remedial designs on hundreds of active and abandoned sites nationwide. Today, Sevenson holds PRAC, MATOC, SATOC, and individual site-specific remediation contracts. Task orders and single-award contracts have been executed on both fixed price and cost reimbursable bases. Sevenson has safely and successfully completed projects for the following Corps districts:

The USEPA was established in 1970 to consolidate fragmented federal pollution-control programs into a single agency. Sevenson initially worked alongside the USEPA in 1983 when we were contracted by Conestoga Rovers and Associates, Waterloo, Ontario to implement an Interim Remedial Measure (IRM) for Potentially Responsible Party (PRP), FMC Corporation, at a Superfund site in Fridley Minnesota. At the time, the site was listed #1 on the National Priorities List (NPL). The IRM was a source removal action requiring the excavation and staging of contaminated soil; construction of a double-lined secure landfill; transfer and placement of staged soil into the cell; installation of a HDPE liner and clay cap to close the landfill; and restoring the site. The Superfund Act (known as the Comprehensive Environmental Response, Compensation, and Liability Act, or CERCLA) was established in 1980 to implement two (2) important environmental initiatives. The first – to manage the Superfund Program, whose mission is to investigate and clean up the nation’s most contaminated hazardous waste sites and respond to environmental emergencies. The second – to maintain the Great Lakes National Program Office (GLNPO) whose mission is to manage architectural/environmental engineering services, contaminated sediment remediation, and aquatic habitat restoration across the Great Lakes region. Over the past 40 years Sevenson has partnered with USEPA to safely and successfully remediate more than 150 sites under the Superfund program and 7 sites under the GLNPO program. Many of these sites were and currently remain some of the most contaminated sites in the nation. Sevenson has utilized both single award and multiple award contracts to execute these projects. We’re proud of what we’ve accomplished together and look forward to strengthening this relationship as the USEPA’s remediation programs evolve.

The USN is Sevenson newest federal client. Since 2018, we have safely and successfully executed 30 remediation task orders at naval facilities under our Navy single award and multiple award contracts. The USN’s Environmental Restoration Program identifies, investigates, and cleans up historical hazardous waste and munitions on military properties. The program is driven by CERCLA. The USN executes investigation, engineering, design, and remedial construction operations through the Naval Facilities Engineering Systems Command (NAVFAC).

Sevenson has provided remedial construction and environmental dredging services to the DOE since 1999 when Lockwood Greene Engineers (LGE) approached us to team to respond to a design-build RFP issued by Bechtel-Jacobs Company to close and remediate the Boneyard and Burnyard Area (BYBY) at Oak Ridge National Laboratory (ORNL). LGE was awarded the contract and over the next 2 years Sevenson and LGE collaborated to finalize the RD and implement RA. The BYBY is located in East Bear Creek Valley which had been continuously used for waste disposal since the 1940s. Work tasks were executed in strict compliance with DOE/NRC protocol and included excavation, segregation, characterization, and placement of soils; installation of a 5800 LF subsurface soil/bentonite/cement barrier wall; and installation of a low permeability engineered cap. Upon completion at the BYBY, Sevenson continued working at ORNL at sites in Melton Valley implementing remedial actions through 2006. Today, we continue to provide technical support to UCOR at ORNL on active remediation projects. Additional DOE facilities Sevenson provided technical support and remediation services include the Savannah River Site, Georgia; the Fernald DOE Facility, Ohio the West Valley Demonstration Project, and Knolls Atomic Power Laboratory, New York.
