Project Description

The scope of work associated with the landfill expansion included:

• RELOCATION OF MUNICIPAL SOLID WASTE – STAGE A
  The project was staged in two phases to facilitate relocation of waste while building the new landfill cells. Stage A involved the relocation of 500,000 CY of material up to 70 ft deep to a previously lined cell. Material hauled to this cell was placed, compacted and then had a final soil cover with vegetation placed over it to design grades.
• REMOVAL OF THE EXISTING STAGE A LINER SYSTEM
  Upon completion of the waste relocation in Stage A, the existing liner system was removed. The system was removed in such a way as to limit any cross contamination from the existing liner system and the soils below it. The old liner system was placed with the other relocated material.
• CONSTRUCTION OF THE NEW STAGE A LINER SYSTEM
  After the materials from the previous liner system were removed from Stage A, the area was prepared for the installation of the liner system. This work consisted of regarding the site to the design grades, placement of structural fill and a soil subbase layer. After all earthwork activities were complete the components of the liner system and leachate collection system were installed.
• RELOCATION OF MUNICIPAL SOLID WASTE – STAGE B
  Upon completion and Maryland Department of the Environment (MDE) certification of the liner system, waste materials from Stage B were excavated and hauled for placement into the new Stage A cell.
• REMOVAL OF THE EXISTING STAGE B LINER SYSTEM
  Upon completion of the waste relocation in Stage B, the existing liner system was removed. The system was removed in such a way as to limit any cross contamination from the existing liner system and the soils below it.
• CONSTRUCTION OF THE NEW STAGE B LINER SYSTEM
